Public Assistance program; only low income citizens can take the advantages of the program. The program is operated in all the fifty states. It offers one time support to the eligible households to pay heat or cooling energy bills. Only those households are eligible for LIHEAP that have 150% less income than poverty level, specified by US government or 60% less income than poverty level, specified by state governments. In most states, it operates on first come first serve bases; that's why there is rush in the department office. Once funding pool is empty, the department close its doors for energy assistance.
